Amelia Vega, an 18-year old student from the Dominican Republic, was crowned as the new Miss Universe in 2003 in Panama City's Figali Convention Center. At 6'1", Vega is the tallest titleholder in the pageant's history and the first woman from her country to win. A crowd favorite and a front runner, Vega was reported as being unsympathetic and critical towards other candidates. Vega's court includes first runner-up Mariangel Ruiz of Venezuela, second runner-up Cindy Nell of South Africa, third runner-up Sanja Papic of Serbia & Montenegro, and fourth runner-up Miyako Miyazaki of Japan. It was Serbia & Montenegro's first participation in the pageant and Japan's first finalist position in fifteen years.
Vega is a second-generation beauty queen (her mother represented her country in the 1980 Miss World pageant). During the preliminaries, Vega had won the Best National costume award. This is the third time in the history of the pageant that a candidate won the costume award as well as the crown (Porntip Nakhirunkanok of Thailand in 1988, and then Wendy Fitzwilliam of Trinidad & Tobago in 1998). This year, the pageant organizers decided to return to the old format of selecting fifteen semi-finalists, but with a slight twist. The number was narrowed down to ten finalists who then competed in swimwear. And from ten, five finalists were selected and individually asked a casual question and a final question composed by a fellow finalist.
Vega's response to the question, composed by Miss Venezuela ("What is the most precious gift you have given to someone?"), was grossly misinterpreted by the Spanish-speaking translator. In spite of this anomaly, Vega impressed the judges with her calmness, poise and cheerful personality.
The other semi-finalists included Claudia Ortiz of Peru, Ana Jose Sebastiao of Angola, Gislaine Ferreira of Brazil, Leanne Cecile of Canada, Katerina Smrzova of the Czech Republic, Marietta Chrousala of Greece, Ndapewa Alfons of Namibia, Stefanie de Roux of Panama, Susie Castillo of the United States, and Faye Alibocas of Trinidad & Tobago. There were also a few surprises. India's Nikita Anand did not advance in the semi-final round, thus breaking India's semi-final streak that started in 1992. And for the first time, three African nations reached the semi-finals. Special awards were given to Kai Davis of Antigua & Barbuda (Miss Congeniality) and Carla Tricoli of Puerto Rico (Miss Photogenic). Puerto Rico now ties the Philippines for the most number of Miss Photogenic awards with four.
Entertainment was provided by Puerto Rican pop star Chayanne and an all-female instrumental group named Bond. The pageant was hosted by Daisy Fuentes and Billy Bush. The jury included former Miss Universe Deborah Carthy Deu, Brazilian supermodel Fernanda Tavares, New York Post columnist Richard Johnson, Asian supermodel Audrey Quock, and fashion designer Roberto Cavalli.
